POSITION DUTIES

General Purpose: The Deputy Chief Performance Officer works closely with the ChiefPerformance Officer in designing and executing the State of Maryland’s approach to performanceand service delivery – both of which enable the Governor and executive branch of Maryland stategovernment to effectively serve residents.

Responsibilities:

  • Co-lead the overall creation and implementation of a performance management strategy for the State of Maryland.
  • Champion a state-wide culture of accountability and continuous improvement.
  • Collaborate with agencies to track implementation of the State Plan, and build enthusiasm for participation in statewide performance management efforts.
  • Coordinate the Performance Cabinet, a regular review process that allows for reporting on performance management and service delivery efforts and prioritizes opportunities for continuous improvement.
  • Provide the Chief Performance Officer and the Governor’s staff with advice, recommendations, and consultation related to performance management and service delivery.
  • Coordinate with the state’s Chief Data Officer on the design and implementation of systems that use data and metrics to measure performance and identify areas for improvement.
  • Advise the Department of Budget and Management on the implementation of Managing for Results and its publishing of agency goals, objectives, and performance measures.
  • Work with agencies on a statewide visualization strategy that provides transparency both internally and externally around data and performance.

MINIMUM QUALIFICATIONS

The successful candidate will have demonstrated many or preferably all of the following:

  • Experience in solving problems and delivering results in government
  • Knowledge and understanding of performance management and change management.
  • Knowledge of strategic planning and implementation, as well as government processes (legislative, budget, etc.).
  • A collaborative leadership style that engages others, earns trust, and influences the entire organization. The successful candidate will feel comfortable with, and energized by, the prospect of communicating and gaining acceptance for their ideas and programs across a complex and diverse governance organization.
  • A track record of demonstrating and successfully applying the following characteristics:
    • Excellent ability to simplify information and concepts, to formulate options and recommendations, and to communicate with all levels of management and workforce to achieve objectives.
